Community Capitals Framework

The Cooperative State Research, Education and Extension Service has announced the availability of grant funds and requested applications for the Rural Youth Development Grants Program for fiscal year 2006 to support the expansion of effective, high quality youth development programs for youth in rural areas and small towns. The amount available for support of this program in FY 2006 is approximately $1.9 million. Projects funded through the Rural Youth Development program must work toward achieving the short-, medium- and long-term outcomes for youths, adults, community leaders and communities listed in the request for applications. The long-term outcomes are improved human, cultural, social, civic, financial and built capital. As part of the funding opportunity description, applicants are informed that a research-based framework on community capitals will be used to measure long-term impacts on community well-being. The Community Capitals Framework outlines seven forms of capital in and available to rural areas: cultural, human, social, financial, built, natural and political. The Community Capitals Framework was developed by Cornelia Flora, director of the North Central Regional Center for Rural Development, and Jan Flora, Extension community sociologist and professor in the department of sociology at Iowa State University.
