Indicator 4. Loss of Victim Mentality/Community-based Hope

4.A. Ratio of newspaper articles/letter to the editor that mention limitations imposed by outside forces to those which mention opportunities.

While it is important to be realistic about economic and political factors, the belief that local action can make a difference is critical.
Local newspaper Content analysis
4.B. Ratio of number of homes, including manufactured housing, that present a neat appearance (yard kept up) vs. those that are clearly not cared for.

Hope can be represented by the presentation of the household. Communities which have hope share it with each other-- including caring for the yards of those unable to do it themselves.
Observation and classification At the same each year, (second Saturday in May, for example) neighborhood groups do community walks and count and classify yards. Not all will be classified--only extremes
